A terms-of-use document is anchored to a governing law and a jurisdiction for disputes. Neither has been established. There is also no registered company, so there is no entity to be a party to the terms — they would have to be given by a named natural person, which is a decision with personal-liability consequences.
Publishing a confident-looking Terms of Use here would be the exact failure this site exists to avoid: a document that reads as legally reviewed, gets published because it looks finished, and binds nobody or the wrong person.
